Picture the cantina scene on Mos Eisley in Star Wars IV, or your favorite wild west movie. There are laws, but few Lawmen, and even fewer people who would actually call for a Lawman. Most people take care of situations on their own, but they are also encouraged to call for help if things get out of hand.
Because the Lawmen are low on the social totem pole, and looking for ways to make money, it may be possible to inspire the Lawman to look the other way, if the price is right.
While they are lenient, the Lawmen are Judge, Jury, and Executioner. If you cross the line, you will find the legal system to work very promptly and efficiently.
The one group of people who may depend on the law to support them are the Tourists. Because of the money they bring to Halcyon, the Law often takes their side in a conflict.
Guns: All guns are single shot and must be loaded one bullet at a time. The only exception is that the Sheriff’s gun is a semi-automatic.
